Dear All,

The purpose of this discussion forum is to leverage the synergies created at ICCM 2009 to crisis map the Philippines and to prepare for the upcoming May 2010 elections in the Philippines. Perhaps the first question to ask is who in this network (and outside this network) is considering deployment in the Philippines for the elections?

Ideally, there will be several CM*Net members deploying so we should consider ways to collaborate and share data in order to make these one of the most well mapped elections yet. Of course, we need to partner as much as possible with local networks and to assess avenues for operational violence prevention/mitigation, particularly through preparedness and contingency planning.

Looking forward to tapping this group's formidable talent!

I know everyone is busy on the Haiti crisis as should be. There's still lots of things that needs to be done there. Let us know how we can help here from the other side of the World. I'm not sure how much we can contribute but we will do what we can.

On the subject, I want to rejuvenate the conversation on the Philippines May 2010 Elections Task Force.

We recently had an election related incident, now labeled the Maguindanao massacre, where over 60 people were executed on the way to file a candidate's registration papers. If there’s one thing that has taught me it is that having the world as witness could be a deterrent to stop evil people from doing the evil deed.

My vision is simple: To allow anyone, anywhere, anytime to report on anything and have it visible immediately in the web to prevent "it" from happening and/or provide people the information so they can act.

A kid would not get cookies from a cookie jar if he knows Mom is watching, right? So if anyone’s attempting to cheat and he knows the world is watching, would he?

Concerned citizens can use this tool to report on incidents about to happen to prevent them from happening or allow other citizens to act, stream the vote count so the world can see instantly what is really the tally, take photos as evidence, etc. There's lots of possibilities. Organizations and anyone for that matter can use this tool to report. So the world can witness. Anyone can go the the site and instantly view what's happening at the moment. When someone reports something thru SMS, email or web it's published right away. If there's a photo or a video stream, it's published immediately. It could be incidences as it's happening so it's still actionable or has happened and could be evidence. People officially or unofficially doing a tally or count can stream the counting as it is happening. The world can witness. And since it's mapped, viewers know where it's happening. It's geographically relevant, ie if it's near them, they can do something about it. They can filter it. If Juan from Iligan wants to know only what's happening there then he can just focus there and see geographically relevant information. There's lots of possibilities.

But first we need to build it. Well not from scratch. We got Ushahidi. And we got the good guys from the The Computer Professionals’ Union (www.cp-union.com), Filipino programmers and techies volunteering their time to advance ICT in the country, has offered to help. (I am also urging our employees to volunteer their time and know how.) Through this forum, I discovered that they already have a site called Vote Report (votereportph.org) using Ushahidi. This can be a basis for this tool.

I’m working on getting our partner telcos to allow subscribers to send SMS, MMS to a shortcode to report an incident (that's about to happen or has happened) or stream a video (in that order) and capture location data so users don’t have to text in the street, city, etc. For FREE. Wish me luck.

I'm working with media contacts in both traditional and social media to get their help spread the word once we're ready to launch. If no one knows about it, no one will use it. If no one knows about it, it will be no deterrent.

How do you guys envision the purpose of the Task Force? What can we contribute as concerned citizens?
