La Voix des Kivus. We seek to determine the feasibility of establishing a network of community based point persons to record data on conflict and other events of importance to local populations in real time. Our approach builds on the technology developed by FrontlineSMS and Ushahidi but adds a component in which we work with random samples of communities to establish a volunteer communication network. This summer La Voix des Kivus was launched in the east of the Congo. In four villages we distributed three cellphones and trained three phoneholders who currently provide data on behalf of their communities regarding conflict and other events. We are now remaining in close contact with phoneholders and communities to identify opportunities and risks associated with the approach. At the end of the year, if we decide the pilot works well, we will expand to 100 villages throughout the region.
